cannot convert dirt to farmland in a farm plot because aren't "allowed to Build"

Yes

If you can replicate the issue, How do you replicate it?
use a hoe to try converting dirt to farmland in a plot where build permission is enabled

Eh, you need '' Switch '' permission...
I am almost sure that its the case.

This is intentional.
If i recall correctly the towny authors have said they wont change this in the past.

EDIT, after more research we found a fix.
